Vegeta's statement did not incorporate Piccolo or Android 18

Context: after Gohan asks that nobody becomes a Super Saiyan in the tournament
Vegeta: “…Well, I guess that’s fine. If nobody becomes a Super Saiyan, then the conditions are the same. My superior position doesn’t change…”

Vegeta's statement is tailored towards the Saiyans only. Can Piccolo become a Super Saiyan? No. It's clear as day.

Let this silliness end.

Here's why I think Freeza > base Saiyans is pretty, pretty unlikely:

Vegeta accepted to fight in the tournament in base, saying he'll still have the upper hand and #18 was there. No reason for him to not include her, specially when she was in the spaceship when Vegeta agreed.

Later, Kaioshin stated every one of them could defeat Freeza with one blow, pretty much treating him as garbage:

Yet later he was completely flabbergasted by base Vegeta's power, saying he never dreamed they [the Saiyans] were this powerful. I don't think it makes sense if base Vegeta < Freeza.

And later we have base Goten and Trunks, while in a costume, not doing so bad against #18, getting up like nothing after being punched in the ground:

To give Kaioshin a little credit, the Saiyans he knew of were probably in the low thousands at best. Even knowing of Freeza's defeat at the hands of Super Saiyan Goku, he probably didn't expect them to be leagues ahead of that kind of power.

And I can definitely see t0sh's POV. It actually makes things easier IMO. I mean, Vegeta's comment specifically points out the use of Super Saiyan. Whether he was ignoring #18 or legitimately didn't figure she'd enter is a different issue, I think, which leads in to him not freaking out when he had to have known her and Piccolo were contenders later on.

I think a bit nonsense Vegeta to be including only the Saiyans in his speech. I mean, what's the point in even agreeing with the 'non Super Saiyan' rule if he's going to use it against #18?

I think he knew #18 would enter, but not Piccolo. Anyway, Gohan was the one who purposed the non SSJ rule and he knew these guys would enter.

If he didn't know on the plane, he had to have known during the punching machine test. He was there when #18 and Piccolo did their tests, wasn't he? Did he think they were just bored and trying out for the hell of it?

Vegeta didn't seem to show any surprise that Piccolo and 18 would enter. I think that's hard evidence that supports Base Saiyans > Freeza, and possibly even Base Saiyans > Piccolo.

I'm beginning to think that Piccolo's training in the RoSaT was retconned, and that he is still around 17's level in the Boo arc. It would make more sense than assuming that they sensed the Saiyans' potential or whatnot.

Vegeta's intentioned was to beat Goku and Gohan on his base state. I think he'll break the rule anyway when he face Piccolo and Android 18.

Anyway there's no sense in Gohan purposing the rule if he new they would break it against #18 or green man. It makes no sense to me.

I think it's more understandable to think Gohan would be fine with losing in the final rounds so long as he got money, but then I remember he specifically said he was going to win before he invited everyone.
