I don't think Vegetto makes it past number one. Goku's statements about Baby's power could be said to put him over a hypothetical SSJ3 Vegetto.

I wouldn't say you can really get that reading from his statement. Goku only mentions that Baby's the strongest Ki he'd sensed, of which SSJ Vegetto would be that when considering he never made such a statement prior in GT, yet him not saying anything on the lines of Baby surpassing what he thought it was possible for someone to achieve like his BoG self said about SSG makes it apparent hypotheticals weren't really a concern here. Baby mentioning how he'd achieved the greatest Saiyan power doesn't mean much in terms of comparing SS3 Vegetto when not only does he need to make an active effort to draw into Vegeta's memories (as shown by him needing some time to learn about Oozaru) but he wouldn't really be able to sense the Ki SS3 Vegetto held through memories and calculations alone.

Anyway, the most we have to go off in terms of comparing the two is the Chinese pamphlet that says Vegetto's power may be above SS4 (which is interchangable with just FP SS4 Goku as evidenced by the Perfect Files and him being the only SS4 at the time of release). The guide doesn't specify which form, but it being his peak at SS3 lines up pretty well with his SSJ self still being a relevant benchmark in the arc. That said, I'd say he either clears or loses to FP SS4 Goku due to worse stamina.

That's up for interpretation, seeing as how there's little to no information on who approved it, but flimsy evidence is still better than nothing at least.

That'd be natural to assume, given that was the only version of Vegetto until Super.

I just saw the text translated into Spanish and the truth is that apart from saying that the text can be interpreted in many different ways. Whoever wrote it does not seem to have much knowledge of the series and also only wonders if Vegetto is stronger than Goku SSJ4.

The text says:

"The form that Goku and Vegeta take after merging thanks to some objects called Pothara is called Vegerot! He can also transform into Super Saiyan and become Super Vegerot !! By joining the two strongest warriors, they get to establish themselves as the most powerful being in the Universe !! Could they be stronger than the Super Saiyan level 4 himself !? ".

That means that in the Pamphlet they believe that Goku and Vegeta in the Arc Boo were the most powerful, leaving Gohan out. Even if you think they weren't counting Gohan because he was absorbed, what about the other characters that appear in DBGT? I mean Rildo, members of the Sigma Cannon Force, Redjic, etc.

In addition, the question from a magazine leaves open to a large number of answers, where an answer such as "For no reason" is completely valid.

Then I will guide myself only with my climbing, where I have Vegetto SSJ3 (Boo) at the level of Baby Vegeta Golden Monkey.
