I think it's referring to multipliers/power boosts, not the specific characters. As in, if Baby Saga Goku and Vegeta merged, the result would be >= SSJ4 Goku. And if Boo Saga Goku went SSJ4, he would be =< Vegetto. Here's the pamphlet:

I don't think so. Baby Vegeta just reinforced what we already know, that he was the strongest Saiyan, and Goku agreed. I don't see why Vegetto would be in their minds since he was literally non existent.
