Even lowballing Moro with the "toughest guy I've ever met" statement being due to his durability and assuming that Broly > Beerus doesn't apply for the manga, scaling alone should place him at least close to Jiren's full power, with the statement only further supporting this. That said, Moro should be the stronger of the two, and definitely capable of winning the fight overall when taking into account his durability and magic.
