Was Cell using the same effort against Gohan?

I had a theory that Cell started lighter against Gohan because he underestimated him (''i'll kill you before you can land a blow'')
and, when he talked about ''true speed'', he raised his effort to what he'd fought Goku with.

Nah seems pretty clear he was holding back his speed, and it wasn't until Gohan showed his quickness that he increased it.

Now I wouldn't be surprised if he didn't take gohan seriously, but I don't think he dialed anything back.

It also doesn't make sense for him to take Gohan lighter when Cell himself admitted Gohan > Goku by saying it wasn't a complete bluff from Goku's part.

Cell already knew Gohan was stronger than Goku after his power up though, no reason to be holding back even more.

Him simply going full speed implies higher effort. Not to mention he got kicked to the curb when Gohan fought back and then swore he'd enrage him no matter what.

Well, that statement is a little confusing anyway, because, on the one hand, he admits Gohan is stronger than Goku, on the other hand, he
declares he'll defeat Gohan in an instant. I once wondered whether that means he started against Gohan with much more power than what
he'd used against Goku, but everybody else said no. So, i still don't know how exactly to interpret that statement.

I look it up, and Cell didn't say exactly "instantly", he said he'd defeat Gohan before Gohan can even land a blow. Herms didn't translate this part, so I doubt it was something like "instantly".

Goku also could only land a blow on Cell when using his Shunkan Ido, no? If so, I don't think there's that much problem with Cell thinking he could easily defeat someone stronger than Goku when that person probably doesn't have Goku's moves and experience. Son's moves like the teleportation, KMHMH and spamming chi blast were what could keep the fight a bit entertained imo.

Cell was confident regardless because he was holding back speed and the lions share of his power.
