Was Cui stronger than Vegeta?

Cui's remark that he was stronger than Vegeta is probably in reference to Vegeta's suppressed level. Cui most likely thought that Vegeta got lazy and lost some power.

But then he says Vegeta's power is supposed to be the same as his.

I remember him saying something along the lines of Vegeta getting rusty or some shit like that. The line of him saying his power was the same as his is probably him thinking his full power was equal to his anyways even after learning he is able to suppress himself.

Yeah, Kiwi said Vegeta was slacking and has no chance against him at that level.

When it comes to the "your power is supposed to be the same as mines", I chalk that up to Kiwi believing it shouldn't have risen higher than that. Vegeta revealing that he could control his power was already a shock, so seeing it go above his (Kiwi) own made it worse.

Kywi saw Vegeta's suppressed power and figured Vegeta got weaker.

When Vegeta says he was just suppressed, Kywi then thinks that Vegeta is equal with him just like he always was. He only seemed weaker because he was suppressed.

Wow, Zarbon and Freeza are dumb. Even if Kywi was stronger, it would still be an extreme diff fight. They should have sent either Zarbon Or Dudoria, who were doing nothing anyway, to help him out lol
