Was Freeza actually getting drained maintaining the cage?

I mean, when Gohan and Dyspo were fighting each other, Freeza said that this attack is quite draining and hurry on finishing the job, was he using that as an excuse or was actually getting drained?

I'd say it was draining to him. No reason to really lie there. Instead of a single ki blast, I would think it was like a constant use of ki nonstop to maintain. So it would also make sense that it was draining his energy since he had to keep pushing ki into it to keep it up.

I find your case as somewhat convincing, however, Freeza was still fine after using that attack. Also, I think this case is weird considering that in World of Void, time doesn't exist, which allows dead people to not get exhausted, the writers doesn't seem to know what they're doing.
