I think it's more accurate to call that a wind punch. Even though Goku held back there was still a lot of force put into it. You can compare how Chi Chi handled it to how Yamcha handled the wind chop to narrow it down:

Chi Chi looks to be sent away with far higher speed and gets sent much further than Yamcha was. Wind punch should be > wind chop.

Because it's more than just wind. It's a shockwave which is why the onlookers couldn't see it (Roshi himself even trouble comprehending it).

It's actually closer to Kiai since it's a shockwave created by striking the air with great force, while Jackie Chun and Daimao merely just waved their hands and caused a gust of wind.

So, if a kiai can knock away someone 1.5x stronger than you (70% Freeza vs Goku) and a wind chop can almost knock away someone who's your equal (FP Young Piccolo vs Goku), why do you need a manyfold gap to knock someone away with a wind chop?

Hard to say who is more relevant since Chi-Chi doesn't scale to Goku at all. Goku could have ended the fight in an instant but didn't because he was confused about who she was.

But before that, he provoked Piccolo to go full power, which he wouldn't do if didn't have more power himself. I think the reader at this point is supposed to know Goku has more power too.
