Why couldn't he access it instantly? Goku couldn't change his chi level yet back then, it was all about effort. Why not go instantly to max effort?

Hard to say who is more relevant since Chi-Chi doesn't scale to Goku at all. Goku could have ended the fight in an instant but didn't because he was confused about who she was.

Chi-Chi was definitely more relevant to Goku. She was at least able to surprise him with some of her attacks even forcing him into the air and still keep on fighting him mid-air. Muten Roshi even praised her level of skill. It's also possible she was holding back considering how angry she was and she didn't even break a sweat.

That's more than Jackie Chun effortlessly dodging everything Yamcha throws at him while critiquing his moves. The only time Chun ever extends any effort to avoid Yamcha's attack is when he triedto use WFF and he completely blitzed him.

Yeah but Goku wasn't really fighting or trying to win. He just wanted to know who she was, after Chi-Chi said she will tell him if he beats her then he knocked her out with the Shockwave. He could have done that at the start if he wanted to.

Maybe if he got a lil serious (Roshi's statement even implies Goku punched the air REALLY hard to produce the shockwave from his fist), which he did the moment he decided to end it. Jackie literally defeated Yamcha with zero effort.

Piccol even expected to see some of Goku's true strength against Chi-Chi in the anime.
