Vegeta said he chose a full moon period to exterminate the Earthlings, so he didn't seem to plan on minusciously looking for each Earthling. More like destroy whole areas without causing too much damage, I dunno.
That was Vegeta after he already knew about the Dragon Balls - so his goal was to come down, get eternal youth and then maybe just to destroy the planet, since at that point he'd (in his mind) no longer need to follow Freeza's orders of preparing the Earth for selling. Raditz made the "one month" comment before the existence of the dragon balls had been revealed, so he was talking about preparing the planet for selling.

He's stupid then as that could risk destroying the DBs. He even seemed a little annoyed at Nappa for destroying that city and risking losing 1 DB.

It wouldn't be stupid after he already has the dragon balls and then just wants to get everything done as fast as possible.

How would he find them? Search every inch of the planet? He never knew about the radar.

I imagine he planned to threaten people until he gets them or maybe he thought some ruler on Earth would have access to them and he'd just kill them to get them. What's that got to do with whether he'd want to destroy the planet afterwards or not though?

Could Raditz just fly around and shoot up everything he sees? Sure. But then, everything will be in ruins, so what good is that? I see no problem with this.

This would get him nowhere since there was only a handful of people who knew about the existence of the dragon balls.

Yeh but he didn't know that when he arrived. I mean his plan was likely to threaten the Z warriors (or anyone else unusually powerful found with his scouter) to get the balls anyway. It's the same as what he did on Namek, just that it would take longer on Earth. Not saying it's a great plan, but it's the only one he could've had at the time.
