Was Tenshinhan little explored?

For the way he was introduced in the 22nd Budokai, with Kame-Sennin noticing his potential by learning the KMHMH quickly (which funnily enough was noticed as a shock when Goku saw Boo doing that) and his rivalry with Goku then... Do you think his follow up was kinda meh and could be done more significantly?

The only difference needed is Chaozu: make him look more like human, change his gender to female, then let readers write their fanfics about what exactly happened between her and Tien when they stopped contacting the rest of the group.

The problem was the power increases during the 23rd Budokai. The likes of Krillin and Yamcha miraculously got close to Piccolo Daimao level, and Tenshinhan even surpassed it by a noticeable margin. Yet Goku and Piccolo Jr were still multiple times stronger than even that. Goku and Tenshinhan were basically equals in the 22nd. Toriyama could have kept Goku somewhat close to his post Choshinsui self seeing that he had all of his potential released, keeping Tenshinhan and the other humans more relevant.

But yeah as a whole he was definitely wasted. He had some good moments in the Saiyan arc but even then he was ultimately fodder.

The effects of the water should be temporary and 23rd TB Goku should be equal to his Post Water self. Humans should be at their limits at the 22nd TB.
