Was there a Freeza type from the other universes in ToP?

Freeza was a major villain of Universe 7. Were there others who were said to be a major villain of their own universe? Do you think they'd ever do an arc focused on another universe's characters fighting a villain within their universe?

Frost was literally U6’s Freeza, but nowhere near as threatening.

The guy who killed Jiren’s family seemed really evil, but he’s long dead.

Other universes have very specific themes so we can guess what some of them may have been about (U2: someone ugly, U3: someone anti-technology etc)

Was Frost actually a villain in U6? Were other U6 characters his enemies?
