Not literal in the meaning, but in the way it's used, fairly so imo, I think Vegeta was a very big jobber in the Cell Saga lmao

What's a jobber? What's the literal meaning and what's the colloquial meaning?

Isn't a jobber someone who works by the job? Is it claiming they're not creative? Vegeta's the opposite of a jobber, because he purposely fucks half his jobs up (see: not giving energy to revive buu, defeating cell, not letting the androids awaken).

Was Cell a jobber? The perfect jobber?
No. But Dabura was a jobber. A jobber is one who usually get wrecked to set up the showdown of the protagonist versus the villain.

So Freeza was the main villain at one time, but then he played the jobber to set up the threat of the Androids and so on.

A jobber must be strong enough to be respected, but also must get demolished badly enough to make the next big bad look menacing. Rinse and repeat. It's all wrestling kayfabe mentality.
