Goku is unable to get stronger since the Majin Boo Saga, it was stated in an interview and it remains a fact. Even in Battle of Gods Goku says that the only way to get stronger is to merge with Vegeta. Considering that Toriyama wrote the dialogue for that movie, it seems he has stayed true to this idea. Additionally, Babadi's Majin charm was a potential unlock and brought Vegeta to a point where he was unable to continue to get stronger.
Later, Veggie states that Goku is #1 on several different occasions during the opening portion of Dragonball Super. He affirms his inferiority to Goku. After he becomes Enraged and even after witnessing the power of the Saiyan God, he now believes that he can surpass Goku's battle power. He begins training and presumably, gets much stronger before being taken in by Whiss.
So it seems that when Vegeta became enraged, he was able to break past his limits. Sort of like how Goku was able to do after the Cell Games. It took years of training but there was still room for improvement.
