I thought he rivalled both of them? I always took it as Weighted ~ 18 and Unweighted ~ 17.

He should, seeing as how the gap between the twins is pretty vague and likely not massive. #16 says Weighted Piccolo is in rivalling range of #17 and the latter then states that Unweighted Piccolo and he are equals. As for #18, some translations cite #16 comparison as to both twins whilst others go with just #17. I find the gap too vague to go with the loose implication of Weighted Piccolo > #18, seeing as how all we have to go on is the info-page describing her power as "somewhat limited compared to #17".

If #17 goes out of his way to kill Piccolo as soon as possible, then he could possibly win by taking advantage of his infinite stamina. More likely than not, though, the team will win, as both of them are reasonably close to #17.

Then the duo can win this fight easily given that #17 is really a cocky person compare to his Super counterpart who is a quite a strategist.
