Were Saonel and Pirina the most well written characters in the ToP?

Think about it:

- Have enough stamina to make them power relevant to an extent.
- Perfect teamwork, unlike pretty much everyone other than the Furry trio.
- Use actual tactics.
- Have a wide variety of attacks, not just spamming the same thing like 95% of the other fighters.
- Never dropped their guard in an unrealistic manner like everyone from Universe 7.
- Didn't hold back for shits and giggles like every character capable of steamrolling most of the competition (Kefla, Toppo, Jiren, etc.)
- Weren't villainised as soon as they fought previously established characters like Universe 9 and the Pride Troopers were as soon as they fought U7 and Caulifla/Kale respectively.
- Actually utilise an established plot convenience to exploit rather than blatantly ignoring it like the main cast did (Piccolo not doing the same, Gohan not going through the God Ritual, Nobody thinking to abuse Elder Kaioshin's ritual long beforehand).
- Didn't do a mid-fight power up or asspull some healing when out of stamina like Goku and Vegeta.
- Didn't break the rules by using weapons or items like their teammates and most other Universes were.

Looking back at it, these two were perhaps the only characters who worked within the rules of the battle royale entirely whilst conveying what appeal the arc initially had. Aside from lacking much personality (which compared to the more bombastic characters being turned into annoying caricatures seems like a blessing overall), they were only mishandled in how they remained under the radar until fighting Gohan and Piccolo, which wasn't too bad compared to how the other top tier fighters were presented throughout the tournament.
So yeah, two random jabronis are still better written than most, if not all characters in Super.

Definitely two of the more likeable characters in the ToP as you described. They were a bit under used if anything. That pissant Frost was given multiple episodes, but the Namekian duo was only "introduced" --randomly thrown in trying to attack Goku-- after Goku fought Jiren. Then they were gone only a few episodes later.
