Were the Yonko over-hyped?

I'm just thinking about Garp's explanation to Luffy about the Emperors in Water 7, and it seems like they were kind of over-hyped as of now... Perhpas that was his bias speaking as he is a Marine, but he made it sound like they were atrocious people who were ruining the world. I haven't really seen that from anyone yet.

In terms of power, we haven't seen anything that would remove their hype status yet.

Did he really? I don't remember. He pretty much just told Luffy what he always told him, don't be a pirate because that's bad, in fact, Shanks is so bad that he's a really big pirate. Which of course had the opposite effect on Luffy.

Don't think he's talking about power, might be mistaken.

@Itachi: True, the Kaido pirates would probably fit the bill with all of their destruction and underworld dealings. We don't know enough about Big Mom yet, but it didn't seem like Shanks and WB did anything bad at all.
