They both definitely chose to roll with Super Saiyan over grade 2, so I assume they were at least on their way to mastering SS.

That's how I see it. Not quite there, but close since both are presumably above 50% Goku.

Yeah I think they were only partly mastered. I dont think Goku's potential is so much greater than Vegeta's that hed outpace him even after the latter had another full Rosat trip if they were both mastered
