Gogeta isn’t. He’s only as strong as SSJB Goku, and he probably gets a bigger boost than Gotenks.

This is true. Vegeta does seem to imply quite a difference from Goku vs Fat Buu to Goku vs Kid Buu.

It had to do with moral perspective too, ofc, as Goku could have just defeated Boo. But in order for this moral perspective to be plausible, it should very well be workable. For instance, Vegeta wanted the GD as a moral point... but he has to be totally sure it'd work... otherwise he wouldn't suggest it, as a moral standpoint has only a place if it's well capable.

Fusion is stated to create the mightiest warrior on multiple occasions.

Super Saiyan Gotenks > Super Saiyan 3 Goku (All Out) > Super Saiyan 3 Goku (Holding Back)

It doesn't have to be much, but I'd at least make him somewhat superior. 1.1x or so is usually where I like to put him.

Goku wanting to the next generation to do something isn't something new, also at that point he doesn't pertain to the living world, so it's plausible for him to let someone else to take his place.

Even then, Vegeta went from being phyllosophic saying "we should let the humans take responsability by themselves" to being paranoic saying that if another of those Buu got produced it might mean the end of the world from one time to the other.
