It's not accurate, Papasmurf and Evil Vegeta posted the translations.This at least proves Drum >> Goku (post Tambourine). This also would make Drum stronger than Mutaito. Is this accurate?
I don't see why that would be the case. It is simply the villian making a comparison between powers.The ''you'll be dead in seconds'' is a classic villains' statement in dragonball, not to be taken seriously for power levels.

So, for Cell to think he could one shot an opponent higher than Goku, you think he greatly increased his effort right off the bat?

I guess he specifically wanted to fight Goku, as even after Gohan forced him to increase his speed, he still wanted to fight him. Dunno, it seems weird. If Cell was willing to just raise his effort and one shot Gohan, why hadn't he one shotted Goku as well? And, if he didn't
one shot Goku because he wanted to enjoy a good fight, why didn't he want to enjoy a good fight with an enemy even stronger than Goku?
