What does this mean? Does it mean their power level was close to that of their respective spirit bomb?
What does ir mean that Freeza could push back the genki dama/spirit bomb and Kid Buu could too?

Freeza didn’t push back the Spirit Bomb. He put his hands up to try, but he was the one being pushed back.
Kid Boo stops it, but pushing back is anime only. The explanation given is that Goku was too tired to throw it right. That’s why he goes SSJ in the end: To give a final push. He wasn’t giving his SSJ energy (It wouldn’t make a difference anyway).
