The series right-above One-Piece seems to be the series just before One-Piece airs on the same tv-station, yet it placed .1 higher. How?

It's not even something were you can say they aired on completely different times or anything.

GeGeGe no Kitaro is a reboot of a well-revered series from the 1960s that had a lot of cultural impact and its Yokai focus is something that attracts a wider national audience than OP, so its ratings outranking One Piece aren't too unexpected.

How the hell are any of these on this list?

The majority of the anime on there gain a large audience from either having been on air for so long as to become cultural icons or from the impact they had on Japanese society as a whole (Sazae-san's role in the addition of women to the workplace in the 60s-70s, GeGeGe no Kitaro's influence on horror/occult manga, etc.). The only exception is My Hero Academia, which is probably only there for being the new thing being hyped up to the masses, especially with Jump really trying to sell it as their next big thing now that One Piece is their only currently running cash cow (not counting spinoffs like Super).
