I think so. Toyotaro still talks about as if it’s in the present & doesn’t seem to have any plan of ending it. It just seems to be on an in-definitive hiatus. Granted that could mean for-ever lol.

I heard the franchise is making several announcements in January, so maybe we'll hear about it then. With how much money it still brings in, I can't see them letting things die despite Toriyama's absence.

I thought the sure thang to be announced was a new video-game. Hopefully Xeno-Verse 2 or Kakarot 2 (with the ideas that I hoped forever to be implemented in a DragonBall game). Kakarot was the closest that came to those.
