Context: as Gohan prepares to fight Kibito
Gohan: “Man, this is a predicament. Bulma told me that if people found out my true power, there'd be a big commotion and it'd become hard for me to go to school anywhere. That's why I disguised myself, but...He doesn’t seem like an opponent that I can beat while suitably covering up [my true power].”

By "true power" he meant SSJ?

Is "true power" actually said there? It's put in brackets, so I assume Herms wrote that to clarify what Gohan actually meant and to make that sentence sound English.

If that is the case, then Gohan just meant covering-up as in he can't defeat Kibito without showing he's not only humanly strong, but super-human (which DragonBall characters are too).

He doesn't want people to find out he can fly faster than a rocket and blow up planets. He had no intention of going SSJ2 or even SSJ until Kibito demanded it

But was Gohan basically saying "I cannot win unless I show my Super Saiyan" or he could just mean his full power base?

In the context of the rest of the pre-tournament arc, it's his superhuman ability, not SSJ in particular. They used the whole thing as a gag with him trying not to stand out in a baseball game and failing miserably.

The same language about hiding his true power/ability is used there.

That's why he was originally in disguise. He lost enough of it when Sopavitch was murdering Videl that his classmates recognized him at the start of his fight with Kibito. So then he had to worry about showing too much again and not being able to go to school.

He event talks about trying to win by accident.

He want's to hide the fact that he can fly, shoot Ki Blasts, and is 1,000,000,000x stronger than a normal human. Simple as that.

His true power would actually be SSj2, right? So the quote probably isn't in reference to Super Saiyan. The fact that he is judging Kibito based on his appearance also implies it was his base power. I doubt Gohan thinks he would need his Super Saiyan form for a guy simply based off of his looks.

His true power would be anything above a normal human in this context. Even his base power would be too much in the context of not being able to go to high school.

But like I said, did he expect to fight Goku, Vegeta, Piccolo without showing his "true power"? Also, I don't know if I agree but Bulma defined "true power" as SSJ here:

The quote probably reads better as:

"...He doesn’t seem like an opponent that I can beat while suitably covering up [my true identity].” than true power
