If its DBZ design then yes but if its GT then hell no.

The character models would be less retarded but the animation wouldn't be as good in some areas. That Golden Freeza revival episode could never be matched with 1990s tech

The character models would look a lot more eyecatching due to the colour palette not being overly bright. As Kenshi said though, we likely wouldn't have episodes as detailed as the True Golden Freeza one, unless Toei abandoned all their other projects to give it OVA/Movie tier art/animation, which is very unrealistic to imagine since in the late 90s they also had the last arc of Sailor Moon to think of as another cash cow and would soon be adapting One Piece.
