Somewhere around 1300 works for me. He was damaged heavily by Gohan's attack. Despite being off guard, it would still imply that their powers were pretty close for the damage to be that severe. It's reminiscent of off guard Gohan vs SPC.

Raditz was scared as Gohan flew at him. Loss of courage lowers overall strength.

1375 seems high to me, since he had to exert effort stopping the 916 KHH. Wouldn't he just be able to tank it at that PL? I'd say 1200 or 1250 🤷‍♂️

I like him being 1250 or 1300, if it weren't for the Daizenshuu/WSJ number no one would think he was 1500 in the first place.

1,250 seems best, Gohan should be a bit stronger than Raditz.

I don't think Raditz used his full power to stop the Kamehameha.

That's headcanon and if he was 1500 he wouldn't have been scared by a weaker power level in the first place
Gohan was 4 years old. Wouldn't you be shocked if you saw a little child with the power of a teenager?

Raditz was clearly shocked by Gohan, but he already had reason to believe that Gohan was extraordinary given the 700+ reading that was confirmed. He can still be shocked by Gohan's enraged power, but would it really be responsible for a loss of courage unless Gohan was right in his ballpark? If that was the first reading that he had on Gohan I could maybe see it.

I'd say 1,250 or so works well. Gohan hitting him was a little unexpected, but in Gohan's situation, he jumped himself ahead of the blast and noticed how he didn't think Cell had grown that powerful. With Raditz, he read Gohan's battle power as 1,307 so he knew what to expect. I think the shock still caught him overall, but still, I'd be tempted to put him below, even if slightly, that Gohan.

That if Raditz was truly 1500, a loss of courage doesn't seem warranted given that he was already aware of Gohan being extraordinary. Surprise yes, but a loss of courage over a weaker fighter doesn't make sense to me.
