It's stronger than the 10x Kamehameha, so over 10x if the 10x Kamehameha actually is actually a 10x multiplier (which is possible but also questionable).

I'd say it should be 10x as the name suggests. Durability feats in GT are just inconsistent.

And agreed, over 10x is definitely implied.

I'm pretty certain Goku SSj4 was a huge degree stronger than Super Android 17 (Initial), but after he absorbed Goku's 10x Kamehameha, the tables shifted pretty quickly.

The Ryu-Ken multiplier need not be too high, even with PIS. Goku made note on how the pose Super #17 goes into when absorbing Ki makes him vulnerable, so when doing so, he ought to be a glass cannon. Goku also stated several times that the 10x Kamehameha was his strongest attack, so the Ryu-Ken's amp ought to not exceed 10x.

What we have seen of the Kamehameha's multiplier in the early portion of the Saiyan Saga was a multiplier of 1.33x. Times that by 10 and we wind up with the 10x KK ranging from 3x - 3.33x Goku's SSj4 battle power. I suppose 10x or 3.33x works equally well.
