What level of fighting would Goku and Raditz have if they obtained a Zenkai Power?

I'm referring to the moment when they were going to die after the fight against Raditz and they were given a seed of the Hermit to both of them.

What level of power would they have reached?

Zenkais don't seem that effective until you creep close to the SSJ like on Namek, so maybe 550 or so for Goku and 1700 for Raditz

Zenkais are plot-related, so it'd depend on whom they had to defeat next.

It's impossible to say because zenkais are random

A bell curve for Zenkais seems appropriate. They start small, get big near SSJ requirements, then shrink again. I think Movie 2 Goku's power of 10,000 is probably meant to reflect his post-Saiyan Saga Zenkai power when he took the senzu at the hospital. I'd have to agree with Papasmurf, cap off Goku near 600 and Raditz near 1800.
