What tier is FP Perfect Cell in?

If you consider how badly Gohan fucked up FP Perfect Cell with several attacks, I can see Cell being able to do the same to the top SSJs. He was already on SSJ Gohan’s level before his massive power up. To me that makes him low SSJ2 tier.
