What was the biggest power gap where the fighter with the lower PL is faster?

If we discount Trunks vs Cell due to Trunks' body being artificially inflated, I'd go with Goku vs Ginyu. Goku while suppressed was seemingly faster than even Ginyu's full power.

Clearly Ginyu wasn't referencing his suppressed speed here as Goku just blew by him effortlessly.

The discrepancy is actually so large that even when Ginyu is in Goku’s body, he notes that he can fly faster than in his own body even though he can only output a power level of 23k tops. It’s kinda silly. I don’t think Toriyama really thought it through.

Ginyu wasn't at full power yet. Jeice said Ginyu's power "tops out" at 120k, not that it "is" 120k in the present moment. Ginyu using power near equally with Goku.

That doesn’t matter. Goku is literally shown to be far faster than Ginyu, and Ginyu then questions if Goku is faster than himself. What else would Ginyu be talking about aside from his full power?
