Considering GT attempts to fit movies into its timeline, he ought to be at bare minimum stronger than his M9 self who was slightly above Base CG Trunks. As far as the high-end, it's pure speculation. Logically, I wouldn't place him much higher than that when there's little he should be able to gain from standard training with Chaozu and his role in the plot amounted to 2-3 cameos.

It's honestly hard to say. We know the Coola movie happened in GT, but GT also seems to ignore the concept of Pure Boo being top tier from the Z anime. If wanting to make sense of it, you could argue the battle with Coola took place in GT's continuity and was somewhat different to the M5 version.
