When was the 24th Budokai?

Obviously the 23rd Budokai happened pre-Z, but what about the 24th? Satan was already the world champion by the time of the Cell Games so it was before that, but why would there be such a gap between the 24th and 25th tournament?

They're all May 7th.
23rd: Age 756.
24th: Age 767, 11 years later (5 days before the Androids appear).
25th: Age 774, 7 years later.
26th-28th: 778, 781, 784.

I always thought they had a break after the 23rd because it was too crazy. If it had happened 3, 4 or 5 years after the 23rd (Age 759, 760 or 761), it would have been during peace (Raditz arrived October 760, but he barely caused a stir). If it had happened after 6 years (Age 762), it would have been during the training to fight the saiyans, so I guess many of the famous fighters would be absent, which could have put them off. The years after that were basically peace again and even the destruction Nappa created wasn't any worse than what King Piccolo did before the 23rd budokai. So I think they were just scared of the 24th being too dangerous or maybe they had no fighters available (because they didn't want to enter after seeing the 22nd-23rd tournaments), so they had to wait for a new generation of fighters to emerge.

The 7 years between the 24th and 25th it's harder to think of a reason, but maybe Mr Satan was just milking his fame and got it postponed somehow.

It happened when Videl was a kid, seeing as she won the junior division. The Daizenshuu timeline puts the 24th, which Satan won, as happening in the 7 yr time skip between the Cell and Boo sagas, and before he revived the TB he was merely the world wrestling champ

Also because the entire stadium was destroyed. The 24th was revived long after the 23rd Tenkaichi Budokai, which is why it became so commercialized and the level of competition declined so much.

Maybe at some point during the 5 years between EODB and BOZ, the Z-fighters gathered the Dragon Balls and wished for Piccolo, and maybe everything related to such powers, to be erased from people's memory (which explains why no one seemed to know anything about super powers). Then humans needed several years to recover from the confusion created by them not remembering the previous budokais.
My guess is it happened at some point between Freeza-Android sagas. Then, with Mr Satan being regarded as unbeatable, nobody dared to challenge him, so there wasn't a sufficient number of competitors for the tournament to take place.

That would've been a good explanation for that plot hole actually

The King clearly remembered Goku and Piccolo Daimao during the Cell Games so it's evident their memory wasn't erased.

None of the Budokais were televised before. The super powered beings ended up becoming a hoax most likely.
