Where do you put Kibitoshin at?

The Elder Kaioshin said he was nothing special and that he would just get in Goku and Vegeta's way so I put him at Super Perfect Cell level. Where do you guys put him?

Closer to SSJ2 Goku than SSJ3 Goku. Kibitoshin was confident in fighting along side Goku, but Elder Kaioshin told him the harsh truth. If I remember correctly, Elder Kaioshin told him he would gets in Goku and Gohan's way.

Kibitoshin wasn't considered relevant in the final battle against Pure Boo. He is likely weaker then Vegeta SSj2, but stronger than Teen Gohan. Being smack in between those two fighters seems like a fitting position.

I don't have a problem with him being stronger than SS2 Vegeta since Vegeta wasn't really relevant against Pure Boo either. So maybe slightly stronger than SS2 Vegeta. Or weaker. It doesn't make much of a difference to me.

Either he is weak since he didn't fight kid buu or he doesn't fight because he has weak skills and could be absorbed.
But I can't believe a potala fusion could make them weaker than a ssj2 When base vegetto is So strong.

It's interesting to note that in Dragonball Super Goku said that he couldn't teleport to the World Of The Kais because he couldn't sense Kibitoshin from Earth. This only occurred because Kaioshin and Kibito used the Namekian Dragonballs to undo the effects of the Potara.

Pure Boo was able to sense Goku SSJ and Vegeta SSJ in Kaioshin's realm too.

Pure Boo copied Kibitoshins technique which doesn't require one to sense Chi, they can just teleport wherever they want to.
