Wasn't SSJ3 Goku being sensed from the Kaioshin realm considered a huge deal? Doesn't really make sense that Boo could've sensed Goku and Vegeta's ki.

The best determination is that Kibito's technique works differently then ordinary Chi sensing.

Goku's SSJ3 chi grabbed their attention when they were not looking for it, while Pure Boo was actually trying to sense their chis. There's a difference.
