Characters. Well-written characters are almost essential to making a story relatable, are harder to write than a good plot due to the nuance involved and because of that are also much harder to come by - although at the same time while it's easier to write a decent plot, it's hard to write a unique one, whereas characters can be written in an unlimited amount of ways, since people are just that diverse. As mentioned though, they often make each other - an already great plot often needs great characters to guide us through it and keep us invested during slower parts and characters often need interesting scenarios to showcase their personalities or just to keep viewers engaged for long enough to decide that the characters are worth watching more of. Furthermore, well-written characters can make what would otherwise be a mundane plot seem thrilling (Space Brothers is a good example) and sometimes a grand plot can even make relatively one-dimensional, poorly detailed characters become iconic (Goku), although I think the second case is more rare.
