Well, Bulma can't exactly sense Ki, but she knew that Trunks wasn't that different from Gohan. So if we take her at face value, I don't see a problem with taking Piccolo at face value.
Because there's no conflicting implications to it unlike with Piccolo's line.
The "implications" are subjective, so I do not use them to discredit Piccolo's statement.

But let's stick to this out-of-universe route for a second. Does it make sense from a storytelling perspective to use a phrase that's referred to power every time before it to mean the exact opposite without any indication? Why would Toriyama have Piccolo use the different dimensions line if power is the one thing he doesn't want us to think of? Is that not bad storytelling?
Interpretation? It's not as straight-forward as you'd think.
How exactly is it not straight-forward? Has there been any instances of "different dimensions" not meaning power that I am missing? :|
Goku asked Piccolo if he was really that power and Piccolo quickly states the "different dimensions" line but...

The reason Piccolo quit in the first place is because Kaioshin was so mysterious and he was subconsciously holding back for reasons he can't figure out not to mention the first thing he wanted to do after forfeiting is if Shin was Dai Kaio-sama.

Kaioshin was digging into his mind about how he'll start to realize who he is and thinks to himself how he was the former guardian of the earth.

Kaioshin also lacks any future feats or statements to back this "different dimensions" line up.

- Wasn't Dabura attacking them when the Kaioshin was scared?

- The Kaioshin was expecting the Saiyans to be of great use to him so he had to have expected them to be at least on par with him. Pui-Pui shouldn't be taken as a big deal if Kaioshin is at that level. The Kaioshin was also surprised by how the Saiyans could raise there power level many times over in a pinch which implies that he doesn't know how Super Saiyan works, and thus wasn't a factor in any of his statements about Vegeta fighting Pui-Pui.

- The comparison makes Freeza sound like a huge threat. When Freeza is an ant compared to even the Android arc Saiyans. As for out-of-universe there are indications that Piccolo wasn't referring to power. It's confirmed that only a god can sense another god, Piccolo having Kami in him knows how gods have to keep their identity secret and likely used the "different dimensions" line as a cover-up to not cause a scene.

Chapter: 450 (DBZ 256), P7.2-5
Context: after Yakon slashes Goku
Gohan: “Oh! He’s huge, but quick!”
Kaioshin: “Let’s fight together!”
Gohan: “Nah, I think father will be perfectly fine on his own.”
Kaioshin: “…”

Is Kaioshin weaker than Yakon?

- No, Kaioshin shit his pants at the sight of Dabra, before he even attacked them.

- Kaioshin could've been expecting the Super Saiyans to be of great use to him, as he obviously knows of Super Saiyan. He saw Gohan transform at the Budokai, so he's seen how easy it is to transform.

- It doesn't. If Kaioshin can defeat Freeza in one blow, then he doesn't sound like a huge threat. It's only confirmed that a god can be sensed by another god 20 years later in Battle of Gods. To say that Toriyama was intending to wait 20 years to tell us that through a different type of god (god of Destruction) is grasping to me.

This was after he heard Goku and Vegeta say that Dabra was nothing special. So either Kaioshin thinks that Yakon > Dabra, or he's not in the right state of mind. Pick your poison.

Ok lets just end this argument and say the Kaioshin is an idiot. His ambiguous power level and contradictive statements has caused more than enough disputes as is. Were just beating on a dead-horse at this point.
