Remember, 50% Freeza is able to stop a Kamehameha from KKx20 Goku. So sure, the Kaioken Kamehameha is definitely nerfed, but I doubt it has zero amp, or else why not just use any old generic ki blast then?
Also, the idea that 100% Freeza is only 80% of Super Saiyan Goku is a debate from the dark ages. Please don't tell me you are still thinking that there is a 1.25x gap between them?

Freeza only gets hits because Goku sandbags, and his hits don’t do nearly as much damage as Goku’s own hits. Only the beam struggle has them as equals.

It might be the one. It looked like a superiority of skills, not speed/power. Zarbon vs Vegeta was a superiority of speed first and foremost. Goku vs Freeza looks more skill based and Goku having a slight to moderate advanage.You mean when Goku catches Freeza coming from behind, snaps him arm, busts his nose and throws him out like a fool? That was embarrassing.
More so because of Goku's skillset, not necessarily speed and power. We can see Freeza showcases equal speed at times, performing feats others who were close coudln't./The fight shows that Freeza is blatantly inferior. Goku basically always comes out on top in their real exchanges.
