He's clearly addressing 2nd Form Freeza's power up. Which is why this is definitely not the power up to nerf.

Freeza 2nd form (initial) - 1,000,000
Freeza 2nd form (powered up) - 1,500,000
Piccolo (weighted) - 1,600,000
Freeza 2nd form (full power) - 2,000,000
Piccolo (unweighted) - 2,000,000

I go with a 1.35x boost myself. But sure, you have quite some room to play here.

I'd assume 1.25x - 1.35x should be a good place to put him. He doesn't need to be that tremendously stronger.

Also I think Freeza's 2nd Form power up is much stronger than his full power in regards to ratio.

Freeza goes from slightly below Piccolo to significantly above, but the second power up is probably less than 1.25x whereas the first one is probably above it.
