Hard to say without looking at the original Japanese text. I'd be inclined to guess that the coloured version is more accurate, but even Viz's can be interpreted in that way. Ace is just saying that Smoker's fruit won't give him any sort of advantage.
I think the out of universe answer is that Haki wasn't a developed concept yet. But yes, that is definitely inconsistent considering Ace is confirmed to have Haki.
Also I wasn't even aware that was possible. That's awesome.
From what I can remember of how the anime words the statement, it's probably a little bit of both. I think the accurate version of the scene is Ace pointing out how Smoker's smoke can do nothing to him, but that the fight would end up going nowhere.
Considering official sources have confirmed Ace has Busoshoku Haki (and it'd honestly be a bigger problem if he didn't when even jobbers in the New World casually use it), yes.
He tends to plan quite a bit or at least nicely tie up previous story elements to incorporate into future arcs, so I'm just surprised that a basic power system such as Haki would have a lack thereof (he at least had it in mind since Jaya). It's unfortunate since I like consistency but I understand the flaws of WSJ so I don't hold it against him.
