Who are the most 'skilled' character in Dragon Ball?

That is to say in part 1, or however else one refers to the one where Goku is a kid that isn't GT.

So say that every single character from Dragon Ball had the exact same power level. Who do you think would be considered the top 5 (or 10 if you feel like it) best fighters?

#1 - Roshi - Even without Super fapping his skills, he still has some of the most haxed abilities in Part 1 combined with centuries of experience. Goku may have matched and then surpassed him, but it'd seem that was mainly in terms of power rather than how he utilised his techniques.
#2 - Taopaipai - Capable of killing a guy by striking at the pressure point in his temple and if including filler, was skilled enough to rebound a bullet's trajectory with the flip of his slipper. Too bad his only Ki attack is a linear blast.
#3 - Goku - Was trained by the greatest masters on Earth and often showed his ingenuity in battle. He'd be #1 if not for the fact he rarely ever explicitly showed he'd learned from the philosophies that made his masters such as Karin and Popo so skilled.
#4 - Kuririn - Probably the most tactical of the main cast, often using trickery or timing his movements well to gain an advantage. He'd probably outrank Goku if not for the fact he has less variety in techniques.
#5 - Kami - He showed his efficiency when pointing out how many wasted movements Yamcha made, as well as his reputation of being above Popo in all ways. Beyond that though, he didn't really deliver in more than power.

Piccolo didn't make the cut as whilst having good Ki techniques, his 23rd TB self was pretty dumb in how he didn't notice the flaws of his giant form or see how Goku would counter his homing Ki blast (even more embarrassing when Mr. Never Trained in My Life saw through the same ruse). Same for Tenshithands not anticipating the weaknesses of the Shishin no Ken being found.

But Goku in their first match clearly was on par with Roshi in terms of skill despite them being equal in power.

Goku, Roshi, Krillin, Tao and Tenshinhan before Piccolo Daimao. Kami, Popo, Goku, Tenshinhan and Piccolo after.

Goku was shown to easily adapt during his match against Jackie Chan and Tien even at the same power or at least on par. So it goes like this

Goku > Roshi > Tien > Krillin IMO.

In terms of power and adaptation, yes, though Roshi's techniques and overall experience still brought him the win. It's worth noting as well that without outside interference in the form of Bulma's words and the Oozaru transformation, either the Yoiko Minmin-ken or Bankoku Bikkuri Sho respectively would've definitely have allowed Roshi to win far sooner.

If haxed techniques is taken into consideration then Boss Rabbit is the most skilled character in all of DB.

Seriously though, the way they're utilised would also be a major factor, with Roshi's utility of such techniques being something that can't be ignored.

You don't think Goku has the capabilities to counter anything Roshi can dish out after all the training he went through leading to the 23rd Tenkaichi Budokai? He already had to resort to finishing techniques the first time they fought and Goku was more than capable of holding his own in hand to hand combat.

The only thing that I can see giving Goku trouble is the Yoiko Minmin Ken and perhaps the Mafuba.
