Who does Glorio scale to?

He is obviously way stronger than Adult Shin as Goku said he is stronger than he thought even before he used magic and Goku earlier said that he was probably stronger than Shin.

Glorio and all the current villains seem to be weaker than Pre Majin Dabura and his father though. Base Kid Goku is very strong in this though. He was handling Glorio with one hand and beat the wind out of him with his power pole when he started using magic. He didn't even seem to need SSJ but used it to flex.

SSJ3 Goku is clearly more powerful than Ultimate Gohan.

It’s only 1 year after Buu and everyone is
shitting bricks at Dabura an Buu being defeated.
There’s some power scaling bein implied
by some of the character statements and interactions.

Yes, possibly Gomah is at least a little stronger than Glorio (Maximum Magic), since he seems to be the strongest after Dabura. Also Gomah has a lot of magic, even so, he should be much inferior to Dabura (Pre Majin).

I think Dabura fought Gohan SSJ2, so there is a very big gap between Shin and Dabura.

Ok now I can start working on my power level list. Goku having such a powerful base even as a kid does indeed make sense since he is stated to be the strongest in universe 7 which would make him > to Ultimate Gohan.

I'm thinking base Goku may be 1/3 or at best half of full power Perfect Cell since there needs to be enough room for Glorio's magic to still be below Dabura's capabilities. We need to remember that a "mere" 400x this level is beyond all Buu saga powers besides Vegetto and maybe higher forms of Buu, if Daima is focused on manga canon.
