Which character is the most skilled fighter when it comes to hand to hand combat?

Tien or Goku. I'll say Tien, due to his varied techniques like multiform, multiarm, the one where he goes red, deflecting moves and tri-beam attack.
If it's just hand-to-hand, then maybe Goku. Hard to say. The problem is that Tien became too weak to fight major battles, so we didn't get to see his skills in as many fights or see his skills mature. He didn't get many competitive fights.

Piccolo was skilled. The 17 fight was a great showing. Vs Goku and Nappa were good ones too.

Vegeta's best showing was the Recoome fight or the second Zarbon fight.

If we're talking how well they learn skills, or their "genius", it's Goku, Tien, Yamcha and Krillin. Piccolo isn't bad either. Vegeta I'd put further down, slightly. Then Roshi and Chazou quite a bit down.

Idk where to put Cell. Obviously he's skilled with ki attacks. Can he really learn new tricks though? He did learn instant transmission despite only seeing it twice and both within a short amount of time. I don't think he was very skilled in terms of fighting, since he couldn't do much against Piccolo (their first fight). If you gave Goku the power that Cell had there, he probably does better, no? Not that I remember that stuff very well, but I think they were somewhat close in power.

A child Goku single-handedly countered all of Ten's best attacks, and 3 years later Ten was stupid enough to think dividing his power into a quarter would help him to win.
