Ace can use Busoshoku Haki as confirmed by the canon novel One Piece Novel A, so he'd be out of the question for Enel beating. In terms of power, Enel's strongest attacks could probably rank as stronger than Yonko 2nd in Commands or maybe even Admirals based on his feat of destroying an island like Birka and being implied to be capable of destroying Skypiea, but even New World fodder could speedblitz and oneshot him before he got a chance to do so when nearly everyone with a name has Haki. Strongest non-Haki user that comes to mind immediately is Current Franky, maybe one of Doflamingo's executives like Dellinger (don't remember him using Haki). It's hard to remember who isn't a Busoshoku user in the current arcs when it's become something of an unwritten rule that anyone worth their salt in the New World can do so.

I'd probably need to know the specific context in which that was said, though the argument of Kaido > Marineford WB can definitely be made. It's important to remember that during his full introduction, it's stated to always bet on Kaido in a one-on-one situation.
The cases where Whitebeard or another Yonko defeated him may very well have been full crew battles rather than 1 v 1 duels based on that. The main thing about Kaido is him trying to kill himself because nobody was capable of killing him, suggesting not even WB himself could overcome Kaido's durability in his old age.

To my knowledge Oda wasn't the one who produced the content of these novels. I think they should be treated in the same regard as the Daizenshuu. While I think Ace 100% has Haki, he never displayed such at a time of life or death at Marineford.
