Freeza. While he didn't have a backstory, he had more charisma, at least until Trunks killed him. Dio was more generic if you ask me. He was a psychopath for less reason.

Most definitely Dio. In fact probably all the main villains minus Diavolo were just far more interesting characters and villains. Freeza is a cool villain, but he's very generic and unfortunately is stuck in that very blatant shounen style of villains seen at the time.

Dio Brand not only has a backstory, but has characterization to him and there's a lot more material on Dio beyond what's seen in the likes of Phantom Blood and Stardust Crusaders. Dio Brand was a character that was meant to be more than just the generic villain that has to be stopped. He's a person who is actually depth, something that...let's be honest, a good number of villains in DBZ don't have.

Dio Brand is essentially everything that Freeza has, badass, powerful, suave but with so much more added to him as well. This really does make him the more interesting and better villain.

Araki has a tendency to make really good characters. Even someone like Part 4's Yoshikage Kira, who by all means would be the most generic antagonist ever, is given depth and characterization that has made him practically not only a fan favorite villain of the series, but a fan favorite character as well.

Both. They're practically the same character when you think about it, peculiar relationships with their fathers (Di hates Dario while Freeza loves Cold only to realize his pompousness in the new movie), crave immortality, want to rule the world/universe, are "cursed" to fight members of a bloodline (the Joestars, and Bardock and Goku; Gohan too to an extent)....difference is Dio is more flamboyant while Freeza is more reserved and polite. Both are generic imo, but that does not make them bad. I prefer Yoshikage Kira to both, he's my 2nd fav villain ever in manga/anime tbh now that I think about it.

Dio by far. Whilst his backstory wasn't astounding, at least he actually had one. The most we know about Freeza's past is that he had some trouble with his father and got beaten by Beerus. I also found Dio, at least in part 1, to be more charismatic than Freeza in some scenes. Dio also had more of an influence in his legacy than Freeza did, as it's partially due to him that Parts 5 and 6 happened as they did, or at all, for that matter.
