Why did Ace have such a high bounty?

I mean, we clearly don't know the types of things that he did behind the scenes, but I fail to see how he would be more of a threat to the world than Luffy. Luffy has openly challenged the government on multiple occasions and is only at 400,000,000. Is being a division commander on the crew of a Yonko considered being more of a threat?

Ace is seen as the most dangerous pirate being a threat to everyone on every single island. Despite not having a huge plot in OP, he was seen hunting Blackbeard in Drum Island (IIRC), Alabasta fighting against Smoker, Being on a Buggy ship, and fighting BB on a random island.

Luffy could've openly challenged the world government from Chapter 1, but that doesn't mean he'd be given a 500,000,000+ bounty. The 400 million bounty was given to him at Marineford, at that point if an admiral felt like going after his ship (hypothetically) he'd be toast. So while his actions do warrant a large bounty, his threat level still takes into account his strength.

Edit: Not to mention, his crew is tiny. Someone fucking with Ace is a way bigger deal than someone fucking with Luffy. Tbh I've always felt that Ace's bounty (550 mil iirc) was a tad low if anything.

Hm, well said. I did not consider those points.

I just view Lufy's actions to be more impactful than anything else we had seen in the manga, but your points make sense.

True. As far as Ace's militia goes, we must remember that like all of the WB Commanders, he has 100 pirates working under him. Whilst it may be a case of quality > quantity, it's still something the WG would take into account.

Not to mention, as far as bounties go, there's Chinjao to take into consideration. All he's had to warrant his high bounty are having the strength to survive several battles with Garp and hording a mass of treasure that could easily equal such worth. Compared to that, Ace's role probably makes him far more threatening.
