Well he’s a revolutionary and much more dangerous to them…and also I was just joking but I do remember seeing this face tattooed by discriminating higher-ups of society (after being caught) thing before in another series so who knows.

I think it's something to do with a sky island or maybe it's a mark of the ancient kingdom, as you said.Calgara had a face tattoo and he lived in Jaya (before part of it went to Skypeia), so maybe some of the other terrestrial countries hundreds of years ago had face tattoos too and Dragon has the tattoo because he's fighting the World Government and is inspired by the ancient kingdom. Maybe it's the mark of D (doubt it).
