Why did Gero make himself weaker than the other artificial humans?

This is a question I always wondered about. Furthermore, why did he give himself the energy absorbing design vs the infinite ki that 16, 17 and 18 had? Sure he can absorb attacks and get stronger but that's far less useful than having infinite stamina, especially since Gero needed his hands to absorb ki.

The question to me is what came first. If Gero used an inferior body to keep himself alive and then later improved upon the infinite energy design, it's possible that he was already stuck with the one he had, especially if the resources to create 17 and 18 were limited.

Taking GT into account, we saw the full potential of the absorption design with Super 17, so maybe Gero thought he could improve himself as time went on to be more efficient and maximize his own model down the road.

Gero’s brain was transplanted into his mechanical body by 19. I don’t think he trusted 19 with the secret to making infinite energy models after the 17/18 fiasco.
