The level of competition was getting too fierce. They already had lost half of their participants from the previous Budokai and every Budokai has been cursed as of late so people stopped competing.

Yeh I thought it was that. Who tf wants to turn up to a tournament where even Yajirobe gets knocked out early and the ring gets destroyed.

Yeah, it's literally traumatizing.
21st Budokai- A giant ape monster appears and the friggen moon is destroyed.
22nd Budokai- A literal demon and his henchmen murder all recent participants of the tournament.
23rd Budokai- That demon reincarnated nearly wipes everyone out by blowing up most of the island.
Who the hell would want to go to this thing!

The 24th Budoukai was held about 10 years after the 23rd, shortly before the Cell Game. Apparently, it was just abolished for a while after the 23rd before they decided to briefly bring it back and hold the 24th. Maybe the 24th was held just after Cell made his announcement; in a panic, they held it to determine who the strongest person on Earth was.
Fun fact, when Mr. Satan was introduced, he was only said to be a "world grappling champion", but in the Boo arc, were told that he was the champion of the last Budoukai.

My theory: After the 23rd TB, the Z Fighters used the Dragon Balls at some point to erase all the memories of super powers from the minds of normal people. That explains why everybody expected Mr Satan to save them from Cell and were shocked at the display of super powers.
The fighters with super powers (Z Fighters, King Chappa, Giran, Pamput etc.) were excluded from the wish and kept all their memories. They all agreed to keep their powers a secret from public, so they never participated in tournaments again. Perhaps the Z Fighters contacted all of them and asked them to, and they all agreed, because they realized it was better that way.

Actually King Piccolo's reign, Goku winning the 23rd budokai, and Piccolo blowing up the stadium are all mentioned by the earthlings in Z.
Perhaps they remember only parts of the events, those that don't include the use of super powers. Like, after Buu Saga, they forgot about Buu and remembered Mr Satan had saved them from something.

Why would that be the case? We have evidence that happened due to a wish from the actual Dragon Balls themselves. No such evidence exists for what you are claiming.
It explains...
-Why everybody was shocked to see people flying and firing blasts.
-Everybody expected Mr Satan to save them.
-No one with super powers participated in the 24th TB.
