It's a barrier, aka Ki, aka aura. There is no other explanation in Dragonball Z. According to you, we should disregard it for whatever reason without coming up for an alternative solution.

Characters have been shown to manifest things outside of their body without Magic or Ki, so if anything, you're creating a logical fallacy.

A barrier is a technique used by both 17 and cell.

The characters focus on his perceived strength after he transforms, not their inability to hit him while he was transforming. I posted the relevant quotes. No one had damn clue that vegeta didn't have a chance besides kuririn and only because he got his ass handed to him with a kick.
