Why didn't Android 18 just throw a Mighty Mask costume on Cell?

Apparently, when that Mighty Mask costume is on you, you're battle power decreases in excess of 50% or so. It should be recognized as a good plot point and something the heroes should have kept around for future threats.

It was established that moving around in the suit was awkward to do, and he had to cooperate with Goten. A ki blast, however, can be done without any extra input from Goten, which is probably why Trunks decided to pick it.

Wouldn't matter. Semi-Perfect Cell being restricted by a suit wouldn't make it impossible for him to one shot her physically. All he would need to do would be to raise his arm forward, that's it. The suit does not hinder that physical motion.

They were at a disadvantage physically, because even Super Saiyan Trunks couldn't over-power Android 18 while wearing the suit. He may be capable of doing so without it, but the implications suggest that it wouldn't be easy.

I'm not sure the kids really know how powerful 18 is. She doesn't have any ki to be sensed, all they know about her power is based off of reputation. (She was once stronger than their fathers)

As Super Saiyans, the small disadvantage the suit provided made it impossible for them to defeat Android 18. Therefore the gap is implied to be rather small. Definitely not within one-shotting ranged without the suit on.

They don't know how powerful she is, so that is just bullshit. She was heavily suppressed but managed to dodge it anyways, despite being caught off-guard entirely.

Prove she was suppressed, and that she even can suppress.

The regulations at the tournament prevent killing. It's impossible for her to go all out. It's also illogical to think otherwise, except for some biased, misunderstood perspective regarding the events at the tournament.

Why didn't she use just enough power to one-shot the kids without killing them? Wouldn't that make more sense than getting into a long battle with them?

She doesn't know who they are until they become Super Saiyans. All she knows is that Mighty Mask is unusually strong.

But she should be able to tell how strong Base Might Mask was, thus adjusting her power to be able to one shot them if they are so weak.

She could have done that in 1 page and Toriyama needed content for a whole chapter.

True. I personally think she was gradually increasing her power during the fight with the kids, but I don't think she could straight up one-shot the kids like she did the humans.

She could easily have been near their battle power in their Base forms, and altered her efforts throughout the tournament while she was fighting people who were on par with a human. Trunks had no problem doing this instantaneously and neither would she.

The entire point of her even being at the tournament was to try and win the prize money. But she had to do so without killing the other fighters, therefore; it is heavily implied that she was suppressed, and even then, she was capable of dodging an off-guard Chi attack.

Additionally, the kids had no idea how powerful she was because they can't sense her Chi, so their remarks of suppressing their Chi attack so they wouldn't kill her are based off an inconclusive power estimate that is other-wise, completely inaccurate. Because they are unable to gain the upper-hand physically, this leads me to ascertain that they aren't as powerful as people intend them to be.
